I am somewhat disappointed how this turned out as I originally wanted to do a full body shot, but that sadly did not go as I expected it resulting in the final product you see before you.

Now this does have some spoilers for the story, but that being said some of this information about his backstory could change depending on what direction I decide to take the story in.

Early History:

Born between Ieyasu Partas and the Alpha Prototype as a result of the two having grown close over the course of their time together after Alpha was saved by Ieyasu during the Diode Catastrophe after Alpha and her sister Alice Ashada during their attempted escape were separated forcing Alice to escape alone. After becoming aquatinted with one another where Alpha was intrigued by Ieyasu’s mystical abilities and their origins including his own desire for restructuring the universe into a better one led to a relationship to grow between them until they became intimate resulting in the birth of their child.

Named for his grandfather Tatsumi Ashada Partas was born with a body that was different from most humans, which is due to his mother the Alpha Prototype having a body genetically augmented and engineered to be vastly superior to humans in every way surpassing even the Prototypes as a whole who predate her creation. Even through his father was human he inherited a number of traits from his mother including superior information processing capabilities, enhanced intelligence and learning capabilities and a physically superior body compared to average humans.

This was furthered by the Alpha Prototype, who without Ieyasu’s knowledge, used nanomachines and experimented on her own unborn child before he was born by seeking to use nanomachines to modify him on a genetic level to draw out his full potential to ensure he would be superior to the average human.

Alpha raised the child with assistance from Ieyasu on Diode, but once he was old enough he was taken into the past and lived on Mid-Childa where he was attended St. Hilde Academy of Magic until he was eight years ago. During that time he had come to notice the corruption and ways the Time-Space Administration Beware had conducted business especially with his father’s help. This was especially true during the Combat Cyborg Incident in which the mother of Ginga and Subaru Nakajima were killed in action with Ginga and her father suspecting foul play.

Through his father Ieyasu, Tatsumi had discovered General Regius Gaiz’s treachery including the corruption and actions of the High Council and the involvement of rouge scientist Jail Scaglietti.

Shortly after this he would be moved to the Neutral Rim world of Cera where he would spend most of his early teen years as Ieyasu felt the level of technology and academics were more of his son’s level or at least similar to those of Mid-Childa. However Ieyasu knew that on Cera it would be easier to conceal his talents and intellect than on Mid-Childa. As a result of being superhumanly intelligent and gifted with science and technology he quickly learned and mastered many scientific subjects, but this would force Ieyasu to relocate Tatsumi fearing that both his real name and his surname would draw unwanted attention if word of his achievements reached beyond Cera, namely his aunt Alice who is unaware of his existence. Ieyasu decided to find another world just as advance, but safely away from anyone who might suspect him of being more than he was or connected to Diode.

A thirteen year old Tatsumi was moved to Remnant and was enrolled into Signal Academy to improve and strengthen his combat skills.  

Even through Tatsumi was disappointed by the world’s technology there was nevertheless some things that interested him, but to compensate for the lack of advance technology and science to research Ieyasu arranged for him to study technology he had acquired from the Galactic Empire prior to its fall following the Battle of Endor where before that battle he attempted to create an alliance between his forces and Palpatine’s.

Although the alliance wasn’t formed in time, but Ieyasu used the connections he had with those who remained with its remnant and used those ties to obtain technology and scientific subjects Tatsumi could study. Having been trained since a very young age in combat and swordsmanship by his father he progressed very quickly until he ended up training under Qrow Branwen who saw that his skills were above most of his peers. Taking him under his wing Tatsumi quickly grew to master wielding a scythe under Qrow while creating his first weapon he named Damocles, which could transform from a sword like rifle into a scythe. During this time he became aquatinted with both of Qrow’s nieces Ruby Rose and Yang Xiao Long.

However Ieyasu withdrew his son from Signal Academy before he could be admitted into Beacon Academy as his father felt it was time for him to begin their plan. Having been raised on the stories of Compact and Arcadius, the founder of Compact and leader which had been assumed by a succession of leaders, was chosen by both his mother and father to begin their plans of unifying the galaxy by liberating it from tyrannical rule and corruption as well as remaking it. Adopting the name and identity of Arcadius himself as he began rebuilding Compact with the support of his mother and father while Alice and PACT, the successor state to Compact, remained unaware of his actions.  

Donning the iconic silver mask and a new uniform Tatsumi Ashada Partas abandoned his previous identity and became the next to bear the name Arcadius to lead a new crimson revolution.   

Personality:

An extremely intelligent, calculating, patient, prideful and gifted child since birth Tatsumi was in some ways similar to his grandfather for whom he was named. As a child Tatsumi was kind, generous and level-headed, but under his father who raised him harshly as a child despite their privileged life-style. This was done with the intention of preventing Tatsumi from becoming spoiled, greedy and arrogant which his father Ieyasu saw as dangerous liabilities for a person to have. As he grew Tatsumi became a hardened and more pragmatic individual, but his kind and generous nature persisted.

However as he observed the corruption and abuse of power by the Time Space Administration Bureau (the Combat Cyborg Incident) coupled by what he saw on Remnant, the White Fang and the abuse the Faunus endure, and lastly the Earth Alliance and PLANT war served to embitter Tatsumi the foolishness of humanity.  

Tatsumi has a severe abhorrence toward those in power who abuse their positions for their own greed while leaving the people they are responsible to suffer. Above all he hated those who would sacrifice and throw away the lives of those under them finding such treachery to be sickening. He is also a staunch believer in the original stance of Compact under the original Arcadius. He was hesitant in the role of becoming a revolutionary and eventual leader of humanity his father and mother were grooming him for, but overtime his experiences made him more open to his intended role adopting the name and mask of Arcadius proudly.

Thanks to his education and training Tatsumi is clever and composed, as well as a convincing orator especially when he becomes the leader of a new incarnation of Compact. He possesses a high command in the art of public speaking, knowing how to mystify and terrify his audiences and enemies alike, inspiring loyalty with each word and gaining widespread following for his cause. From his father Tatsumi gained a proactive and logical style of thinking to always be one step ahead of his enemies and to have contingency plans should something go wrong or something unexpected happens.

Tatsumi is a calculating and manipulative individual; his schemes and battles are well planned and executed with great efficiency with usually several back-up plans in place as a precaution. He was also cautious, as he avoided direct conflict with enemies, especially those with great power, as he would never recklessly engage an enemy who would either be too much for him or possesses abilities he lacks an understand of preferring to wait and observe until he can devise a proper counter to them. He displayed utter fearlessness, which was exhibited when he faces down dangerous foes like Signum, the Solar Alliance, Earth Alliance and Adam Taurus.

Instilled into him by his father Tatsumi is a strong-willed individual in possession of a high level of self-control, making him an extremely formidable opponent. His calm composure almost never wavers, but Tatsumi being pragmatic and extremely determined, is willing to cast aside pride and use whatever means necessary in order to secure victory, even if it threatens his life.  Like his father however Tatsumi is ruthless in achieving his goals, although he will not sacrifice his men and civilians he will do so if it benefits his goals greatly or will save far more lives as a result. But his ruthless is balanced by his compassion and sympathy for the less fortunate, which is the driving force behind his actions wishing to create a fair and better world by destroying the old one.

Appearance:

Tatsumi resembles his mother more, although he inherited his father’s light-blue hair, and he inherited his mother’s gray eyes and biologically superior body causing him to resemblance his aunt Alice Ashada more. His skin is of pale complexion similar to that his grandmother and father. Growing up Tatsumi was subjected to intense physical and combat training, both from his father and the military academies he attended throughout his youth giving him some muscular definition on his arms and torso which is deceptive of the considerable strength his body possesses.

He wore a variety of clothing throughout his life ranging from academy uniforms, suits and simple clothing, but upon adopting the identity of Arcadius he wears a black tunic-style uniform trimmed possessing a red interior with gold with a golden cravat with a red stone in the center. He has a PACT pin worn on the left side of his chest. He will usually wear a long blood red cape that stretched to the top of his boots while designed not to restrict his movement. He also wears his signature new mask based upon the Mask of Arcadius used by the leaders of Compact and its successor PACT, but designed as more of a helmet that encases his entire head. He wears black gloves and matching boots with a silver belt around his waist with a rapier attached to his hip from the belt and dark red pants.

Abilities and Skills:

Not as powerful as some enemies encountered by Lelouch and Sora he made up for being the most intelligent and innovative between among them surpassing the likes of Syndrome and the first Yokai, although he has been trained in combat and magic since a very young age making him quite formidable in his own right. By the age of fifteen and following training as a Huntsman, which Tatsumi combines with his magical and Keyblade training, to become a dangerous foe as he uses his superhuman intellect to outsmart and outmaneuver his foes by predicting their moves or making elaborate preparations before hand to give him a advantage over foes who are much stronger than him. He’ll use various tactics and/or advance technology and weapons created specifically for the battle or he would observe an enemy first and study them upon which he would only engage them once he has devised a proper means of countering them.

Superhuman Physiology: Even through Ieyasu was by all accounts a human being according to the Prototypes, however the Alpha Prototype believes that due to Ieyasu carrying the blood of the danger beast Tyrant, whom his grandfather Tatsumi had begun to fuse with later in his life, and the Ice Danger Beast from which the Demon Extract was created from had affected Ieyasu and by extension Tatsumi. Alpha believes Tyrant’s ability to evolve its body to adapt to its environment may have been passed on biologically which would explain Ieyasu’s own increase in physical strength and durability as he grew up. This trait allowed Tatsumi to inherit many of his mother’s genetic modifications and alterations, which was secretly furthered by his mother who modified him before he was born within her womb using nanomachines.  Still Tatsumi’s physiology was still superior to most humans even before Alpha decided to modify him because his mother was the Alpha Prototype whose body had been genetically modified and augmented to be superior to humans in every way possible.

Thanks to Alpha’s modifications before he was born Tatsumi was born with a body and mind superior to humans and on level if not above those of the Prototypes. Alpha’s later examinations of Tatsumi’s body revealed that his body confirmed this as he was vastly superior to that of most humans possessing strength, agility, intelligence and information processing that outstripped ordinary humans and even genetically engineered coordinators. His physical condition has improved over time due to intense training, specialized diet, and biofeedback treatments, reaching the pinnacle of human physical prowess. His physical attributes exceeded that of any Olympic level athlete that has ever competed. His strength, speed, stamina, agility, reflexes and coordination are at peak human perfection even though they cross the line of superhuman ability.

Superhuman Genius-Level Intellect: Inherited from his mother Tatsumi was born with brain capable of learning much faster than ordinary humans and superior information processing capabilities including perfect photographic memory. These traits allowed him to learn very quickly when growing up where by the time he was four he built a small motorized vehicle using scrap parts. Thanks to constant training and an extensive education throughout his life is a virtually peerless, strategist, scientist, tactician, and commander; he is widely regarded as one of the keenest analytical minds with only a select few capable of matching him as either a tactician or scientist, but rarely both. Tatsumi often uses cunning and planning to outwit his foes, rather than simply overpowering them or fighting them head on.

Superhuman Strength: Through training and his advance physiology Tatsumi can overpower most foes through sheer strength alone, but even his strength has limits. Still he is more than strong enough to overpower most well-trained combatants including some non-human soldiers and robotic sentries of similar height and size at least. He can break steel chains and cuffs as well as bend steel metal bars with his hands. During his exercise regimes, Tatsumi regularly bench-presses at least 1000Ibs.

Superhuman Durability: Tatsumi’s bones and muscles are denser and harder than a human's, above the highest level of human potential, which makes him much more durable than any human being. Though he is not completely bulletproof, he can survive blunt force trauma such as being hit with solid objects like Captain America’s shield, or contact with superhuman opponents like Thor and Hercules, the Winter Soldier, and Pandora. His ability to recover allows him to shrug off most injuries and attacks, but there are limits to his durability where more extreme or damaging injuries (such as losing a limb) can hinder him if not outright stop him.

Superhuman Speed: Tatsumi can run and move at speeds that are superior to the finest Olympic finest competing athlete. He can keep up with most standard vehicles and cover a small area such as city blocks within a short period of time. Although some with speed surpassing his own such as Quicksilver or Ruby Rose can out pace him using their respective abilities through.

Superhuman Stamina: Thanks to his superior body, Tatsumi’s musculature produces less fatigue toxins during physical activity than the musculature of an ordinary human. His body eliminates the excessive build-up of fatigue-producing chemicals in his muscles, granting him exceptional endurance and lung capacity, greater than of normal humans allowing him to stay underway for seven minutes. He can function in peak capacity for hours before showing fatigue.

Superhuman Agility: Tatsumi’s agility is greater than that of a Chinese acrobat and an Olympic gold medalist gymnast. He can coordinate his body with perfect balance, equilibrium, flexibility, and dexterity. He can reach very high places with great ease. Tatsumi can perform amazing parkour and gymnastic moves that would be impossible for a normal human to accomplish.

Superhuman Reflexes: Owning to already his formidable information processing capabilities of his brain and near if not outright superhuman body. Tatsumi’s reflexes are superior to those of the finest athlete, which allows him to dodge rapid gunfire in close range. His auto-reflexes allow him to easily dodge gunfire and respond quickly to fast pace combat even against larger and quicker threats.

Superhuman Senses: Tatsumi can see further than most humans with amazing clarity, and hear sounds that would be missed by ordinary humans. His sense of smell is keener than most humans, which helps him in quickly detecting certain scents and smells that some humans may not identify as quickly if even notice it at all.

Improved Healing: Tatsumi possesses a form of accelerated healing and regeneration. He is immune to all infections, diseases and disorders; also it’s suspected that similar to Steve Rogers, Captain America, Tatsumi cannot become intoxicated by alcohol, drugs, toxins, or impurities. Although he cannot heal from extreme wounds such as a missing limb, but large cuts and bruises heal within minutes and even fatal gunshot wounds and fractures will mend within an hour or less. This same ability also deals with very healthy slow-decaying cells giving Tatsumi a form of extended longevity. However due to the modifications done to him by his mother its likely he will stop aging all together after his body reaches maturity.

Polymath: Owing to his mother’s intellect and enhanced learning capabilities he inherited Tatsumi has studied Biology, Technology, Engineering, Mathematics, Physics, Mythology, Galactic and Ryuvian History. Gained degrees in Computer Science, Chemistry, Metallurgy and Microengineering by the time he was seven on the planet Mid-Childa with more degrees related to spaceship design and Ryders. He has mastered Diverse Environmental Training, Security Systems, Political Science, applied materials and robotics engineering and the mystic arts of magic by the time he was twelve. He gained even more degrees in Biology, Physics, Advanced Chemistry, Aerospace engineering, Shipbuilding, Information Engineering and Technology by the time he was fourteen. He has learned Medical Sciences, Cybernetics, Expanded Computer and Engineering Sciences, Biochemistry, Higher-dimensional physics and high energy particle physics, improved material sciences for body armor and micro-machinery by the time he was sixteen.

Intimidation: Using a combination of his mask and the fact that it makes it impossible for people to determine his mood Tatsumi casts an air of intimidation around himself to his advantage in battle or diplomacy.

Expert Inquisitor: Tatsumi is adept in the use of interrogation techniques, employing anything from law enforcement methods to outright torture.

Multi-Lingual: He is able to speak Spanish, French, Latin, German, Japanese, Ancient Ryuvian, English and Russian.

Master Strategist: He commonly utilizes cunning tactics to outwit his foes. He is an excellent leader and commands his own faction of the resurrected Compact and ZAFT forces.

Expert Tracker: Trained in hunting techniques by his father Ieyasu who in turn had been taught by his mother Esdeath who was a formidable hunter and tracker in her own right.

Expert Hacker: Using his intelligence and various skills Tatsumi can hack and infiltrate most computer systems including ones whose technology is inferior to those of the PLANTs and Cera.

Expert Pilot: Tatsumi has learned how to pilot and handle various craft from shuttles, Gummi Ships, Fighter Planes, Mobile Suits, Ryders and more while proving to be a very capable and potent mobile suit pilot who prefers medium to long range combat able to fight most aces and experienced pilots equally. However he won’t shy away from close quarters combat proving to be just as good in close quarters in a Ryder or Mobile suit.

Escapologist: In an effort to be ready for whatever situation Tatsumi has studied various means of escapologist techniques from picking locks and handcuffs to escaping from a straight-jacket while his hands and feet are handcuffed.

Master Acrobat: Tatsumi’s years of training and experience have made him an expert acrobat, gymnast, and aerialist. He often utilizes these talents in combat for both evasive and offensive purposes.

Master Martial Artist: Trained by his father and others in unarmed combat since a early age Tatsumi is skilled and trained in various techniques and disciplines including and mixing Kickboxing, Judo, Boxing, Taekwondo, Aikido, Parkour, Jujitsu, Fencing, Karate, Kenpo, Kung Fu, Kendo and Ninjutsu.

Master Swordsman: Although trained in various forms of combat and given training in different weapons from knives to firearms possessing a keen understanding and familiarity with them to the point that Tatsumi could use them if the situation demanded it. However of all the weapons he uses he prefers either his Keyblade or his custom transformable sword and scythe he had made and improved since his time at Signal Academy on Remnant while training to become a Huntsman. Having been taught how to wield a sword since he was a child by his father, Tatsumi would improve this skill under the tutelage of others over time especially Qrow.

Expert Marksman: Tatsumi can throw most projectile weaponry with great aim and is well-versed in the use of firearms like the military-issued pistols, handguns or assault rifles. Tatsumi has an expertise in knife throwing. He applies this to the construction and creation of his personal weapon he made at Signal Academy.

Semblance (Telepathy): Through training at Signal Academy at Vale, Tatsumi unlocked his Aura and Semblance, which only increased and enhanced his already formidable superhuman strength and speed. His semblance is Telepathy granting him the ability to read the thoughts of others, communicate with them telepathy or transmit or take knowledge from another person’s mind. Through training Tatsumi expanded on his semblance and its ability even further evolving it to the point he could manipulate the emotions and thoughts of others, bind or restrict a target by using it to halt all of their motor functions by blocking communications between the body and mind.  He can also use it to hijack and invade other telepathic communications such as the Mindstream of the other Prototypes and even the communications used by Innovades through invading the thoughts of an Innovade part of said quantum communication network.

He can use his ability to mentally torture a victim as a form of interrogation or they resist his attempts to extract information from their minds. He can also dominate and control weaker minds, but in stronger minds he is limited to placing subconscious suggestions within their minds to indirectly influence their actions.

If one possesses an aura and knowledge of his power it is possible to resist him, but it depends on the will of the victim being targeted. Another weakness is that he must be in close proximity to his targets if he wants to control or influence them as well as probe their minds, but used passively he can use his semblance to help him detect threats by sensing the surface emotions of those around him.

Equipment and Weapons:

Using his impressive intellect and the resources of his father, the Prototypes and ZAFT, Tatsumi has fashioned a wide range of devices and weapons for his own personal use and for others too. Below are his most notable and preferred choices of weapons, tools and attire he has fashioned himself.

Compact Uniform: Having observed with his father the people of Wakanda and the Vibranium they possess including their various uses for it, Tatsumi drew inspirations from the Black Panther. He designed a uniform of his own reproducing and improving the Vibranium-mesh weave. Using this and other materials he created a black uniform incorporating micronized Vibranium into it to greatly enhance durability making it resistant against explosives, blunt impacts and most firearms. Under the uniform itself is a insulated black body suit which uses the Vibranium-Mesh weave, akin to chain mail that is, similar to Captain America's Shield, light-weight, vibration-absorbent, nigh-indestructible and renders the wearer immune to most physical damages especially from collisions and conventional weapons such as firearms.

The black body suit also has a temperature regulation unit built into it making it possible for Tatsumi to be active in hostile environments like hot deserts and the frozen arctic without further support required. When connected with the mask Tatsumi wears the suit can become sealed and pressurized like a space suit. Thus if Tatsumi found himself in a hostile environment involving poisonous gases or the vacuum of space he could survive for a short period thanks to the pressure sealed suit and a internal oxygen supply built within the mask itself. The black gloves are made out of micronized Vibranium making it possible for Tatsumi to deflect bullets with his gloves hands or to catch swords, provided they are not magical, made of pure energy or HF blades, with ease. His black boots are polished all terrain boots, made out of the same material as his gloves. However they have magnetic soles in the boots which can be active to allow Tatsumi to anchor himself to the hull or a metal surface in the event he is caught up in vacuum trying to pull him into space or something that would force him to move unwillingly.

Furthermore thanks to the Vibranium in the suit absorbing and redirecting force, Tatsumi’s physical abilities are enhanced as he can outmaneuver moving cars and tanks. When dropping from a dozen stories he can land on his feet unfazed. The Vibranium also enhances his physical blows in unarmed combat allowing him to easily send a dozen humans flying with sweeping attacks or blows.

Utility Belt: Tatsumi wears a silver metallic utility belt containing tactical devices and equipment for battle which typically include a back-up communication device, a remote for his machine or ship, and a small first-aid kit. It also includes a holster for his sword.

The Mask of Arcadius: A reproduction of the formerly symbolic mask of the Compact Leader and Founder who had been worn by others since the formation of Compact. The silver mask retains the expressionless, pointy eared face common with the mask. However Tatsumi redesigned and created a new mask from the ground up fashioning it completely out of Vibranium to create a nigh-indestructible symbol. Instead of a mask that covered only the wearer of the face the mask was redesigned to encase the wearer’s entire head in a pressurized seal. It has special flitters on the side to flitter out toxins and smoke while there are projectors for Tatsumi’s voice to be heard where it is electronically alerted to be more intimidating and have a deeper sound to it. 

It also comes with a built in oxygen tank which will allow Tatsumi to breath in the vacuum of space for a short period of time. The mask forms a vacuum and pressurized seal with the body suit Tatsumi wears. The mask itself has 300 megapixel compound image sensors, which covers the entire front of the mask allowing Tatsumi to perceive his surroundings as easily as he would without the mask. However the sensor could switch to different visions including ultraviolet, inferred, and night vision, but comes with special counter measures against blinding from flash bangs or blinding light sources and sonic attacks. The mask had specialized hearing and sensors for sound able to flitter out and detect a wide range of sounds and noises while ensuring sounds, such as those from sonic attacks, would not harm the wearer.

The mask in conjunction with its image sensor was capable of allowing the construction of an augmented image using data from outside the visual spectrum and analysis of possible threats and points of interest for Tatsumi. 

Damocles Onslaught (High Frequency Intelligent Device Scythe Weapon): Created originally as a high-caliber assault scythe named Damocles during Tatsumi’s time under Qrow Branwen capable of using powerful dust rounds. However after leaving Signal Academy and Remnant to become the leader of a restructured Compact as Arcadius the former student completely rebuilt the weapon from the ground up adapting and drawing inspiration from Intelligent Devices used by Mid-Childa mages and other technologies his father had amassed.

The end result was the Damocles Onslaught, which incorporated Vibranium into the construction of its frame to increase durability as well as make the weapon lighter to wield and even made use of High-Frequency blade technology to amplify the cutting power of the weapon.

A key design feature was the fact that Tatsumi designed it to use his aura and dust as either a primary source of energy for his weapon or his magical energy. This design feature was also included in which its cartridge system could use either dust rounds or magical energy as well being that if Tatsumi was ever faced with anti-magic fields or counter measures he could use dust and his aura in place of magic to compensate.

In standby mode the weapon takes the form of a sword that Tatsumi keeps sheathed on his belt, which he could obviously use as a weapon.   In its active form it becomes a long sword, but it can be transformed into a scythe or a assault rifle mode for different attacks, but instead of using Mid-Childa magic systems the Device was designed to use Earthland Magic allowing Tatsumi to use more complex spells more quickly and efficiently. In its scythe mode it can use physical blades or blades composed of pure energy or mixed with dust for potent blades that cannot be hindered by anti-magic fields.
