For Lelouch here are the CONFRIMED members of his harem: Ajisai, Tayuya and Temari
Ajisai for those of you who are not familiar with the newest anime filler arc was introduced during a Chunin Exam conducted jointly by Konoha and Suna with the intent of drawing out the Akatsuki. Ajisai is a kunochi from Ame who was sent by Konan along with two others to infiltrate the exam to collect intelligence and identify those who are tailed beast processers. She isn't technically an anime only character either as she is met in the manga.

Looking at her background and personally I think she'll make a excellent addition to balance out Tayuya and maybe Temari a little, but also given that we all know that Ame is not a good place to grow up in I think that aspect coupled with her personaility will allow for some character delevopment between her and Lelouch when I involve him in the Ame civil war fighting on Pain's side after he is "drafted" which is also to keep a closer eye on him as well too. But this will be a form of "training" for Lelouch as the civil war will provide the setting in which he can gain real experience from leading others on the battlefield.
The harem I am contemplating would be partly a result of the whole "Clan Restoration" idea and poltitics if I decide for Lelouch to take over leadership of Ame later in the story or if he returns to Konoha now as the sole successor to both Uchiha (Madara's great-great grandchild) and Senju clans (He's Tsunade's grandchild) so he could either recreate the clan or build his own noble house much like what Lelouch had tried to do in Soul Chess so its more justified story-wise if that makes sense.
Moving on I know Temari may be a difficult one to include all things considered, but not so much compared to some of the others who I will list out now and include my reasons why some of them may not work out.
Fū (jinchūriki): I have no real objections to pairing her with Lelouch as her easy-going and friendly personality would help make it easy to set up the foundation of a relationship especially as Fu wishes more for genuine friends and companions. She didn't chose to be what she is now and I see possibilities of chemistry forming between them if their first meeting and following encounters proceed well enough to give them opportunities. I think my only real concern with her is the problem of her surviving the war and her tailed beast being removed, although its true I could revive her the same way Gaara was saved I feel that would be cheap and nothing really original through. Still I would like to hear on possible ways to pair her with Lelouch as well as suggestions so I can lay out a more long term plan for setting these two up.
Tayuya: The stubborn and most foul-mouthed Kunochi known as she would be a handful for Lelouch even after defeating her, but it will likely take time for Lelouch to wear down on her rough exterior. I do believe some common ground would need to be found and for a relationship to form something would need to happen. I have some ideas such as Lelouch learns more about her past and helps her despite some difficulties between the two. But looking at Lelouch's relationship with Kallen I think he would find Tayuya interesting, which seems to be something about Lelouch as he is drawn to those who aren't exactly normal if that makes any sense.
Shizuka: I have some reservations about this one, but that is mostly because of the fact she is the leader of another village who Lelouch will meet after he unknowingly defeats her without being aware of the custom that he would have to marry her if he bested her. Lelouch would flee and escape, but later in the story Shizuka would track him down intending to marry him which might cause some issues with his other love interests while some might laugh at him for it. Lelouch would be against the idea of marrying her because of the custom of her village and the idea he would be tied down with another village which could hinder his plans and goals which would be the biggest issues with this pairing, but it would take some time for something between these two to form and maybe developed into a genuine relationship between them. But that road will be a very long one and difficult considering the issues these two will face.

Kurotsuchi: this one I am very interested in doing because of the fact that Lelouch is directly related to Madara Uchiha in this story which the idea of Onoki having the great-great-grandson of his worst enemy marrying his own great-granddaughter would not go over well, which is something I think even Madara would be amused by. But that aside this would much like Tayuya would be rocky at first given how prideful and arrogant Kurotsuchi is, but obviously Lelouch would take her down a couple of pegs when they first meet leading to something of a one-sided rivalry forming between them which could turn into something more depending on how following events play out. I am not quite sure if there is anything else I can use to my advantage to further this pairing along right now, but I think once I properly introduce Kurotsuchi I think I can go from there.
Tenten: A rather plain character to some I know, but she is among of the few Konoha shinobi females I would have a better chance of pairing with Lelouch compared to others who may be too well guarded or would not have enough opportunity to meet and build some genuine chemistry between them. Still it would be interesting to see how a relationship plays out and since almost nothing is known about her family life and what happened during the timeskip there would be some possible moments where she and Lelouch could encounter one another again. I am debating on a few things, but I have some ideas in mind I am going to try to use.
Yūgao Uzuki: I don't quite recall who suggested her, but as an ANBU she would likely trail Lelouch and try to keep tabs on him after certain points. But for a relationship to grow between those two would be very problematic as she would be grieving the demise of her lover so its difficult for me to imagine how a relationship could be properly built up between these two.
Guren: I was reluctant to consider her because of two things at the time: her age and the fact she was already in Lelouch's group and familiar with him which felt kinda cheap I think. But given that like Tayuya and Aijsai she would have most chances for interaction and building a relationship with Lelouch. Just something would need to nudge them in that direction as she is already loyal to Lelouch at that point, but something to push them towards romance.

Hana Inuzuka: Unlike Yugao she would have a much better chance with building a relationship with Lelouch, but the question of her and Lelouch having the time and opperunity to build chemistry between them would be a problem. Otherwise I don't see much reason in why it couldn't work, but its just building a foundation in which a genuine relationship between the two can group would be the only problem I can see.
Suiren (Amegakure): There are a lot of Suiren characters in Naruto, a name as common as Lee (lol sorry a bit of a Avatar Last Bender joke there). Anyway I am referring specifically to the Suiren who is Aijsai's teammate. Although nothing much about her personality is known at this point and that is likely all we'll get, but I see something could be built up between her and Lelouch with the right set up and since so little of her past is known that gives me a certain amount of freedom to work with her on.

Ameno: Another new character from the recent filler arc that came out featuring Aijsai. She is a Suna medical shinobi and she was suggested to me by another author, but little details about her personality are known and she seems capable through. And her polite personality would make for a nice off-set to some of the other harem candidates through, not to mention someone with medical skills in the harem would probably be a good idea. Although the only problem I can see is that may not have enough chances to meet and interaction with Lelouch that could allow for a chance for a relationship to build between them.

Amaru: Similar to the reason I considered Ameno, but other than the personality I considered her and compared to Ameno I could arrange for her and Lelouch to meet since he would need someone he can trust to be his physician due to the fact he has a number of secrets to hide so finding a reliable doctor for himself and not to mention one who could be very trustworthy would be problematic for him. I would obvious redo much of her backstory to make her more canon with the Naruto series if the situation demands it. However I am contemplating additional ideas for later before I properly bring her into the story.

Well that is it for the people on the poll and those who got a chance of forming a relationship with Lelouch, even through some are more likely than others through. Now here are the ones I wanted to use but couldn't due to the fact that either that chances for meeting and building chemistry wasn't possible for people were very negative about it.
Sakura Haruno: I know a large number of people were against this one, but I have my reasons for it through. Other than enhancing the rivalry between Sasuke and Lelouch I think she and Sakura could work out better than Sakura and Sasuke could all things considered. It would take some time for something to develop, but I have some scenes in mind in which these two can talk and discuss Sasuke which could open the door for a possible future relationship between them at some point.
Ino Yamanaka: She was another one I would have liked to have paired with Lelouch, but given she is the heiress of a major clan I have a hard time trying to think of when would be good chances for them to meet outside of Konoha considering that Lelouch is officially the shinobi of another village so some issues might arise in terms of the long term through. Things might be difficult between them considering her infatuation with Sasuke and her vanity as of part one before the timeskip, so it would have been difficult through.
Hokuto: I am not sure why I considered her, but I thought she could be someone I could use for a mission in which Lelouch investigates the stone her village has on the Akatsuki's behalf. But I thought she could be someone hardly used in most Naruto crossover fanfics I thought I could use.

Fuyo: Another of Aijsai's teammates, although I considered her a possibility but I thought it would be cheap including all members of Aijsai's team into the harem.

I hope the information helps, but aside from Lelouch I do have some ideas for Naruto and Sasuke.
For Naruto its being discussed that Nunnally and Naruto could become a couple, but to keep the Hinata/Naruto fans from flipping out I am going to regrettably make a mini harem with Nunnally and Hinata paired with Naruto.
As for Kallen AlSmash and I believe she would make a better match for Sasuke *quickly dodges gunfire*, but to keep Sarada's existence I do plan on pairing Karin with him as well because I am not convinced Sakura is her mother considering recent chapters and her appearance.
So I would REALLY appreciate any constructive feedback from you guys on this as I would like to very much lay this matter to rest once and for all.
